あらすじ
夏休みにキャンプの行き先で意見が分かれたのび太たちは、ドラえもんの提案で海の真ん中でキャンプをすることに！ひみつ道具の「水中バギー」と「テキオー灯」を使い様々な生き物に出会いながら海底キャンプを楽しむ５人。沈没船を発見したことをきっかけに、謎の青年・エルと出会う。なんと彼は、海底に広がる〈ムー連邦〉に住む“海底人”だった！陸上人を嫌っている海底人はのび太たちを信用することができない。そんな中、「鬼岩城が･･･活動を始めました！！」との知らせが届く。海底人が恐れる“鬼岩城”とは、一体何なのか･･･？仲間を信じる心を胸に、地球の命運をかけた大冒険に、いざ出発！
